Purpose of the job

To protect the position and interests of PARKSTONE CONSTRUCTION Limited and the PARKSTONE Group of companies and ensure that all appropriate records and correspondence are in place to do that and that the full use of all head office support is utilized in achieving the objectives of the project and all the objectives of building and delivery of the project.

Reporting to and responsible for

Reporting to the Contracts Director, the Project Manager is responsible for directing and overseeing all aspects of the works on site with emphasis on health and safety, quality, methodology, cost control and time. By implementing good construction practice and techniques, the Project Manager shall ensure that the safety, quality and commercial objectives of the project, are bettered or met. Compliance with (and assistance in improving) the Parkstone Integrated Management System (IMS)

PARKSTONE CONSTRUCTION Limited is a trading company of the Parkstone Group. The Group of companies comprises Aggregates, Construction and Developments specializing in their respective fields. The Group has an annual turnover of in excess of £30M and as a proportion of that; the construction arm has a turnover of in excess of £25 Million per annum.

Principal accountabilities and problems faced

Understand and implement measures to protect the assets and value of PARKSTONE CONSTRUCTION and the PARKSTONE Group.

Achieve the targets and objectives for the project as defined in the Project Management Plan.

Comply with and utilize the Parkstone Integrated Management System.

Protect the health, safety and welfare of all personnel on site and also the health, safety and welfare of the general public.

To promote and work within a Team orientated environment, being enthusiastic, motivated, passionate about the project(s) and success of the project(s) and encouraging others to similarly behave in a non-adversarial manner.

Acquire a Method Statement, including Risk Assessments, for all construction activities, and ensure that it is reviewed prior to the work commencing and that the statement’s contents are meaningful and practical and especially focus upon each individual’s tasks within each trade, to achieve:

  • Safe means of access (getting to and from the place of work)       

  • Safe place of work (the area in which the work is done)   

  • Safe system of work (the way in which the work is done)

  • Safe tools and equipment

Ensure that weekly inspections in addition to regular more informal checks are carried out, on Health & Safety, Environment, Welfare, Quality and Fire.

Constantly be aware of planning and the programme and prelim expenditure. Adopt practical measures and reporting systems to actively monitor these areas.

Set a personal and professional example. Look for and make improvements to systems and self-development. 

Instigate regular checks and make sure that all machinery and plant are maintained in a safe, good condition.

Ensure that emergency procedures, including fire, and first aid provisions are in place and maintained.

Ensure that suitable PPE is supplied, used and it’s issue recorded.

Ensure that health and safety inductions are given to all personnel entering the works and that all visitors to site are entered in the site visitor records sheets.

Immediately advise the Contracts Director of all reportable and potential reportable accidents.

Immediately advise the Contracts Director of all major near misses and major non-reportable health and safety incidents.

Register, record and report all instructions and delays to the regular progress of the works.

Planning and organising

Control all site labour and plant and co-ordinate trades and sub-contractors in their phased tasks and ensure that information for material and subcontract procurement is forwarded in order that materials and sub-contractors can be procured for best market value. Actively participate in the sub contractor procurement process and monitor their performance and programme.

Manage operations in relation to an up to date and regularly reviewed programme of works.

Drafting and maintaining all forms of correspondence between clients and sub-contractors.

Compilation of programmes and targets for client approval.

Assistance in pre-tender qualifications and tender programmes and submissions (where requested and where time on the current project allows).

Plan and maintain a tidy site. Ensure that the presentation and appearance of the project remains at a consistently high standard.

Ensure that all aspects of site access logistics and security are carefully addressed.

Recording of all site activities by diary.

Scheduling and taking off materials (where necessary).

Engaging and monitoring of Site Engineers and Works Managers to ensure efficient and proper control of the works.

Ensure that at all times adequate signage is displayed for health and safety and emergency purposes and to maximize the opportunity for promotional signage for the project and PARKSTONE as a brand. Signage should be kept clean, clear, visible and illuminated, if necessary.

Direction and support

Participate in regular review meetings to be hosted by the Contracts Director and those, which may be attended from time to time by other members of the PARKSTONE Team.

Ensure that personnel on site are fully aware of their responsibilities to provide safe systems of work and that only authorised and qualified persons operate items of plant, equipment and machinery.

Implement the contents of the Project Management Plan and Construction Phase Health and Safety Plan, without compromise and introduce any necessary changes to the plans. Impart the contents of the plans to all relevant persons on site and ensure that they buy into and adopt the plan’s contents.

Hold regular, constructive and recorded meetings and ensure that actions from those meetings are promptly carried out.

Working contacts

Reporting to Contracts Director.

Regular contact with the Quantity Surveyor; the Design Team (where necessary); external health and safety providers; members of the PARKSTONE Group Board of Directors; support from PARKSTONE Group personnel where required.

Liaison with HSE inspectors (and other statutory inspectors) and immediately act upon their recommendations.

Deal with any workforce complaints constructively and quickly and provide a health and safety consultation opportunity for personnel on site.

Submit to PARKSTONE Group offices on time and at the prescribed intervals, the following:

  • PPE issue records

  • Plant and labour returns

  • Time sheets

  • Plant ON and OFF hire notes

  • Weekly plant returns

  • Delivery Record Sheet and delivery tickets

  • CVI copies

  • Daywork sheets

  • Accident returns

  • Material requisitions (to be forwarded with adequate procurement periods)

  • Health & Safety management company inspection sheets

Some of the above mentioned forms will be superseded with the advent of the COINS ACCOUNTING PROCEDURES (details of which will be made available upon commencement).

Provide a smooth transition from operations into defects liability period leaving minimal defects to be addressed and occasional support to address any problems, through this period.

Compliance with ALL internal policies and procedures (copies available from either the Contracts Director or the Office Manager.

Knowledge and experience

To be as a minimum, or equivalent….(training will be offered where not currently accredited)

  • Fully First Aid qualified

  • CITB Site Management Safety Training Scheme registered

  • Site Manager Construction Skills Certification Scheme accredited
